Advising Taiwan on Global Carbon Market Integration

In February 2025, Axel Michaelowa, Senior Founding Partner at Perspectives, engaged in a series of high-profile events in Taiwan, focusing on the nation’s integration into international carbon markets under Article 6 of the Paris Agreement. 

Keynote Address at Kaohsiung’s “COP29-COP30” Forum 

On February 20, Axel delivered a keynote speech at the “COP29-COP30” Forum at the Net Zero Institute of Taiwan’s manufacturing hub in Kaohsiung, organized by CommonWealth Magazine. The event attracted over 100 participants, including Kaohsiung Mayor Chi-Mai Chen. Axel’s address centered on the current status of international carbon markets under Article 6 and their significance for Taiwan, especially in light of recent developments from COP29 in Baku, Azerbaijan.  

Engaging with Taiwan’s Ministry of Foreign Affairs 

On February 21, Axel met with Environment Minister Chi-Min Peng and Vice Minister Wen-Chen Shih in Taipei. The discussions focused on strategies for Taiwan, a non-member of the UNFCCC, to participate in international carbon markets under Article 6. The dialogue emphasized leveraging Taiwan’s domestic carbon tax and voluntary carbon markets to align with global standards. This initiative aligns with Taiwan’s ambitious climate goals, including its recently updated NDC target to reduce greenhouse gas emissions by 26-30% by 2030 compared to 2005 levels.  

On the same day, Axel also engaged with Po-Yi Hsu, Deputy Director General of the Department of Treaty and Legal Affairs at the Ministry of Foreign Affairs. Their conversation explored how Taiwan could mobilize its diplomatic partners to support its international carbon market strategy, facilitating the participation of the Taiwanese government and private entities in Article 6 activities under the Paris Agreement.  

Long-standing Support of Taiwanese Climate Policy Action 

Axel’s February meetings in Taiwan build on a multi-decadal relationship with the Far-Eastern democracy, teaching at Taiwanese universities on international climate policy and supporting Taiwanese participation at meetings of the UNFCCC process.
