The main goal of this project was to assist the EBRD in defining the scope of support to be provided to the potential issuers in the Bank´s Green Bond Technical Cooperation (TC) Programme. Different activities were executed such as a market analysis of green bond issuances, defining a methodology to be used for gap analysis and action plan preparation to prospective issuers, applying this methodology on a pilot project, developing external reviews and a second opinion toolkit for issuers.
Persepectives was responsible for preparing a market status analysis report. The report included an overview over the Green Bond (GB) market since the first Climate Awareness Bond issuance by the EIB in 2007, types of GB, annual volumes, type of issuers and reporting developments. A real life example was described in order to guide the GB issuance. Benefits to GB Issuers were explained such as the contribution towards meeting the objectives of the Paris Agreement on climate change on national levels, the oppurtunity to lead by example in public policy and the reinforcement of the overall organizational profile and messaging on sustainibility, among others. Indicative additional resource implication and costs (such as additional internal resources required outside Treasury) as well as barriers (such as the need to demonstrate the overall sustainability profile of the issuer) and risks (such as the reputational risk of issuing a poorly strutured/a poor quality bond) for potential GB issuers were presented. PCG also contributed to other tasks under this assignment, including the development of the gap analysis methodology, application of the methodology on a pilot financial institution, development of the external review guidance and conducting the final workshop for the EBRD.
