Graciela Hijar-Pfenning is a certified Project Manager and international expert in climate finance, with over 10 years of experience working with international organizations. From 2022 to 2026, she worked as a Consultant for the Adaptation Fund, where she strengthened institutional capacities to comply with social and envionmental standards, developed innovative tools for project management, and built strategic partnerships. Previously, she worked for the UN, where she provided technical support to projects focused on rural farmers’ climate resilience and sustainable agriculture. She holds a Dual Master’s in Public Administration and International Relations from Syracuse University and a Bachelor of Law from Pontificia Universidad Católica del Peru. She is fluent in Spanish, English and German.
At Perspectives, Graciela is working on improving portfolio efficiency, as well as providing technical support to projects and partners.
Over the years, Graciela has supported climate finance pipelines and development initiatives as a trusted compliance and technical specialist with multilateral institutions including the Adaptation Fund, UNIDO, and IFAD. Her portfolio spans 40+ climate adaptation projects, multi-country development programs, and strategic initiatives across Latin America, Africa, and Asia. She has designed and operationalized key tools such as the AF Gender Scorecard and the AF’s inaugural gender mainstreaming e-course, while leading capacity-building efforts and stakeholder coordination. Graciela is committed to strengthening environmental and social compliance frameworks, and supporting the design of inclusive, just transitions in international development and climate finance.
