Oleg Pluzhnikov holds a degree in Engineering (systems for optical monitoring of atmosphere-polluting gases). Since 1998 he has been working on climate policies and carbon market mechanisms. In the period 2008 – 2012, he was the focal point of the Russian government on Joint Implementation.
In the period of formation of the international rules for CDM and JI, he was a member of the Executive Board and Supervisory Committee, vice-chair and chair of the Accreditation Panel. He participated in the implementation of a variety of capacity-building projects in Russia and the Baltic Sea region, financed by UNDP, EC and EU countries.
Oleg is participating in Perspective’s expert and advisory services in the areas of climate policy and carbon market mechanisms.
