Stephan Hoch holds an MA in Political Science and English. He has an in-depth understanding of international climate policy, with a particular focus on the institutional architecture of the climate regime and its transition from the Kyoto Protocol to the Paris Agreement, the UNFCCC negotiations, as well as carbon market and climate finance instruments. At Perspectives, Stephan heads the Freiburg office as managing director and focuses on multilateral climate policy and finance and their relevance for developing countries, such as nationally determined contributions (NDCs), low carbon development strategies, and related climate policy and financing instruments.

Stephan is a senior researcher and managing director at the non-profit arm Perspectives Climate Research gGmbH.

Stephan has also successfully led and managed numerous research and consulting projects related to the evolution of the carbon market in the transition of the Clean Development Mechanism to the Paris Agreement’s Article 6 carbon market instruments as well as emerging climate finance vehicles such as the Green Climate Fund.

Stephan has comprehensive experience and networks in Ethiopia and East Africa, where he has been advising international non-governmental, public, and corporate clients. He is based in Freiburg, Germany, but regularly spends a considerable amount of time in Addis Ababa. In addition to his work at Perspectives, Stephan is currently a Ph.D. Candidate in Political Science at the University of Freiburg.
