The objective of this project is to create a clear understanding of opportunities, challenges and risks for hydrogen-based technologies for various purposes, such as baseload power generation, district/local heating, industrial heating in Europe. In addition, the water desalination sector Southern Europe and other key world regions such as Africa and the Middle East are part of the analysis due to its high energy demand and thus application potential for green hydrogen technologies. We also assess the role of domestic / regional energy and climate policies such as the EU emissions trading scheme (EU ETS) and their effect on the economic feasibility for private sector investors.

Project Overview

-Analyse the sectoral demand for green hydrogen technologies for power and heat generation in selected EU Member States; -Identify possible partners and relevant networking agents for the future rollout of green hydrogen technologies;# Identify and assess possible support schemes for green hydrogen technologies on the EU- and domestic level, and conceptualise approaches for participation. -Propose concrete options for outreach and business development for the previously defined cases, and support the client with its implementation.# Research and identify elements of potential governance framework(s) required in order to manage and mobilize the deployment of green hydrogen technologies, ensuring environmental integrity and avoiding any negative side effects. The analysis builds on existing EU- and domestic European legislation, and the positioning of selected countries in negotiations under the United Nations Framework Convention on Climate Change (UNFCCC).# Evaluate how to engage and stimulate action for green hydrogen technologies from the public and private sector (both on the international and national level). In the international context (i.e. water desalination in Africa and the Middle East), a focus is on modalities and procedures for designing market mechanisms (Art. 6) and designing climate finance approaches to mobilize private sector investment. In the European context, a focus is potential synergies and conflicts with the EU Emissions Trading Scheme (EU-ETS).-Analyse and identify important technical/administrative issues that need to be clarified, such as monitoring, reporting and verification (MRV) for green hydrogen production, transport and utilisation in HERO. For example, a key question is how the “emissions factor” of green hydrogen has to be determined and what the technical options and administrative requirements are. This includes an in-depth dialogue with national agencies and other stakeholders.
