Perspectives supported the State of Palestine in capacity building to participate in Article 6 of the Paris Agreement through the development of an action plan for a National Carbon Market Platform. The National Carbon Market Platform contains all relevant information to successfully enable the implementation of Article 6 in Palestine, including potential Art.6 priority sectors and activities, prospective ITMO prices, necessary institutional framework, as well as supporting a capacity building program to enable implementation of Article 6 in Palestine. The action plan was developed through four key steps: 1) analyzing carbon market participation in neighbouring countries with similar circumstances (including interviews with relevant experts), 2) reviewing existing Article 6 guiding tools, 3) analyzing relevant studies on implementation of Article 6 in Palestine, and 4) development of the National Carbon Market Platform action plan, including two stakeholder workshops to validate the recommendations of the action plan.
