This research project addresses the tension between ambitious global temperature targets under the Paris Agreement and the possible reliance on untested, yet potentially necessary negative emission technologies (NETs) in international climate policy. For this, the project provides insights on technology readiness, and policy options to ensuring environmental integrity as well as sustainable development. In addition, it addresses questions of economic feasibility and proposes approaches to incentivizing private sector investments. The research is accompanied by a continuous stakeholder and public engagement process, involving researchers, NGOs, policy-makers and industry.
“Perspectives leads two work packages within the research project. In the first package, Perspectives produces studies regarding the governance of Negative Emissions Technologies (NETs) in the context of the Paris Agreement. This includes identification of governance challenges faced by NETs and enumerating advantages and challenges of different policy approaches, identification of negative impacts of NETs on sustainable development and possible ways to minimize them, and desinging approaches to GHG accounting methodologies in the context of the Paris Agreement. The second work package explores existing and potential financial support schemes: funding mechanisms under the PA, funding mechanisms within the UNFCCC but outside the Paris Agreement, and options to facilitate private sector engaggement for NET employment and its challenges and barriers outside of the climate regime. Stakeholders are being consulted throughout the processes and the results from all work packages are being presented to a wide group of stakeholders in form of briefing notes and conference presentations.”
