Main project features:

The main task of this project was to recommend criteria or a certification process related to additionality for the effective assessment of policy implementation. These criteria have been developed for different types of policies and related activities, recognising the limits of additionality assessment and including simplifying elements. The project involved considering whether additionality can and should be determined at policy level, evaluating and recommending additionality measurement pathways and investment analysis, identifying and sourcing relevant benchmarks, identifying and recommending relevant barriers and their criteria, evaluating NDCs and related analysis, and confirming regulatory additionality.

Project Overview

Perspectives recommended criteria and a measurement procedure for the effective assessment of policy implementation related to additionality testing. These criteria were developed for different types of policies and related activities, recognising the limitations of additionality assessment and including simplifying elements. The project also considered whether additionality could and should be determined at the policy level, assessed and recommended additionality pathways and investment analysis, identified and sourced relevant benchmarks, identified and recommended relevant barriers and their criteria, assessed against the NDC and related analysis, and confirmed regulatory additionality. In addition, the criteria also considered the relevance and method of assessment of the analysis of current practice and uptake of activities; and assessed whether a review of the availability of ITMOs should be included in the additionality criteria, considering whether the country had set a maximum volume of mitigation outcomes that it would make available for sale and whether the setting of such maximum volumes should have been part of the additionality assessment; addressed the relevance of such a review to the envisaged policy approaches; and the practicality of such a review given the scope of the GSF.
