Perspectives experts contribute to World Bank guidance on digital MRV in carbon markets

On June 6, the Carbon Markets Infrastructure Working Group (CMI WG), convened by The World Bank, has published a new Technical Guidance Note on Standardizing Digital Monitoring, Reporting, and Verification (dMRV) in Carbon Markets, with contributions from Perspectives expert Axel Michaelowa, Paulien Veen, and Sergi Cuadrat.

This publication provides practical recommendations for standardizing and scaling digital MRV systems across carbon markets. It introduces evaluation criteria for assessing system performance, identifies key workflow areas where digitization can add value, and offers targeted advice for regulators, verification bodies (VVBs), standard-setters, and digital solution providers.

The Perspectives team played an active role in shaping several key components of the guidance note.
“I am happy that I was able to propose the principle “Resilience to fraud” in the World Bank’s dMRV working group, and that this principle was taken up in the final report”, said Axel Michaelowa. “Only if this principle is fully implemented, digital MRV can live up to its promise.”
Paulien Veen provided valuable input by highlighting the non-GHG qualitative data, which will necessitate a distinct verification approach, while Sergi Cuadrat supported the clear summarization of gaps identified in one of the workflow examples.

The Technical Guidance Note is one of five published by the CMI WG and is intended to support the creation of robust, interoperable digital MRV systems aligned with evolving global standards. Proper implementation of these systems can reduce transaction costs, improve data accuracy, and accelerate credible climate action at scale.
