The aim of the project was the compilation of an evaluation synthesis based on project evaluations of German governmental development cooperation on the effectiveness of climate change adaptation measures. The evaluation module focused on the three sectors in which the bulk of German adaptation financing is implemented: water, agriculture and environmental protection, in particular environmental protection in coastal areas/coastal protection.
The first step was to produce an “evidence matrix” with an overview of the effectiveness of adaptation measures for each adaptation outcome. The evidence base consisted of project evaluation reports of the three implementing organisations KfW, GIZ and IKI, in the following sectors: agriculture, water and environmental protection in coastal areas/coastal protection. A qualitative and quantitative content analysis of these reports formed the basis of the evaluation synthesis on the effectiveness of climate adaptation measures in German development cooperation.
