This Perspectives briefing report situates Carbon Dioxide Removal (or Negative Emissions Technologies) in the Paris Agreement: It analyzes the legal text to identify relevant provisions, institutions and processes and offers concrete suggestions on how and where removals can or should be considered in policy planning with a view to achieving an imagined future world where greenhouse gas emissions and removals are balanced – a net-zero emissions world.
