The study analyses and evaluates national climate policy instruments, such as carbon taxes or green certificate trading schemes, regarding their suitability to serve as a basis for establishing emission trading systems (ETS). There is a general assessment of prototypical policy instruments. Besides, the report contains insights from case studies in India and Mexico.
