Offsetting and Article 6: an outlook on the future of carbon markets – study

The aim of the assignment was to: – Provide a comprehensive description of what offsets are, and analyse what role offsets can play in both national and international markets. Perspectives also described the outlook for this market in the short, medium and long term, highlighting potential investment opportunities and risks. – Assess and describe the current status of the negotiations regarding Article 6.2 and 6.4 of the Paris Agreement, including interactions with existing NDCs and how its implementation could affect the global carbon market. – Provide a comprehensive policy outlook that describes the main open issues that prevent the creation of a global carbon market, including a set of recommendations that aim at addressing the gaps identified.
Perspectives developed two reports as part of the assignment, one about offsets in the carbon markets and one about the influence of Article 6 on the global carbon markets. Tasks carried out for the elaboration of the first report were: – Analysing the context and recent developments in offset markets and the identification of different offset types – Conducting thorough analysis of the current markets for offsets, current linkages between different markets, and risks for environmental integrity and double counting on different markets with selected case studies – Linkages of different markets (voluntary and compliance) and assessment of the main drivers for demand – Developing a policy outlook on the emergence of a carbon market in the short, medium and long term – Summarising the main policy issues and formulate key recommendations For the second report, Perspectives provided: – An analysis of the context and an overview of the basic concepts – Detailed explanations of Internationally Transferred Mitigation Outcome (ITMO), the role of NDCs, and the positions and views of different stakeholders – A policy outlook on harnessing Article 6 as cornerstone of an international carbon market under the Paris Agreement. – A summary of open key issues regarding the implementation of Article 6 and the creation of functioning international carbon markets. Perspectives developed a set of recommendations for engaging effectively with Article 6 piloting and implementation for engaging effectively with Article 6 piloting and implementation.
