The objective of this assignment was to develop the rules and procedures for the participation of Senegal in the international carbon market, based on the provisions of Article 6 of the Paris Agreement. An operational manual/rulebook was developed in line with the national decree on carbon market in order to: – Strengthen the institutional and regulatory arrangements in place; – Optimize carbon procedures at the national level with regard to the various existing mechanisms (art 6.2, art 6.4, voluntary market, non-market-based approaches, etc.); – Facilitate the development of carbon projects by key stakeholders.

Project Overview

Perspectives performed the work in close cooperation with Climate Focus, Carbon Partners, DEEC and the World Bank. The specific tasks Perspectives carried out were: • Contribute to drafing an inception report incorporating inputs from the kickoff meeting. • Establish a governance framework to leverage the experience and norms derived from various carbon markets or climate finance standards (e.g. CDM, GCF); and closely aligned with the decision making process of NDCs to promote synergy with broader climate action strategies. • Conduct a stocktake to assess the current situation in Senegal, focusing on key aspects such as the institutional and regulatory ; create a draft report, including its subsections, such as requirements of activities, seeking feedback from the DEEC and the World Bank. • Support in conducting targeted consultations and interviews with select individuals in Senegal. • With partners, develop an operational manual in the form of a report including considerations for: (1) Regulatory framework and institutional arrangements; (2) Requirements and eligibility of activities; (3) Processes for Art. 6.2, 6.4 and 6.8 and the VCM; (4) Training plan including development of communication materials • Assist in the development of training plan to enhance the capacity of national authorities and other identified stakeholders; including the identification of capacity building needs for national authorities and other stakeholders (e.g. project developers, auditors); development of an Annex, which supplemented the final report with templates and additional supporting documentation such as letters of authorization and letters of intent. • Support in the developement and delivery of a validation workshop set up in coordination with the DEEC and the World Bank. The workshop featured detailed presentations and materials prepared by the consortium. • Discuss the contents of the final report with the Senegalese Comité National sur les Changements Climatiques (COMNACC) and relevant government stakeholders. • Provision of a report to accurately reflect the inputs of the DEEC, the World Bank, COMNACC and other relevant stakeholders, to ensuring that it represents a comprehensive overview of all the packages supporting the operationalisation of Article 6 in Senegal.
