Igor Shishlov is Managing Director at Perspectives Climate Group, where he leads the organisation’s advisory and research agenda on international climate policy and finance. With more than 15 years of experience at the interface of governments, public financial institutions and international negotiations, his work focuses on aligning financial systems with the objectives of the Paris Agreement.
He has led multi-country policy programmes influencing reforms of export credit agencies, development finance and carbon markets. Between 2021 and 2025, he directed the development of a methodology to assess the Paris alignment of Export Credit Agencies and coordinated twelve country assessments that informed policy debates at national and international levels. He previously advised the German Federal Ministry for Economic Cooperation and Development on multilateral climate funds reform, the European Bank for Reconstruction and Development on strengthening the contribution of green bonds to the energy transition and contributed to the World Bank Group evaluation of carbon finance operations.
His advisory work also includes carbon pricing and climate finance support to governments in Asia, Africa and Latin America, including Malaysia, Morocco, Peru, Senegal, Tunisia and Vietnam. Before joining Perspectives in 2017, he conducted research on carbon markets and MRV at I4CE – Institute for Climate Economics.
Igor is Affiliate Professor at HEC Paris, where he has taught Climate Economics since 2015. He holds a PhD in Environmental Economics from Paris-Saclay University, a Master’s degree in Sustainable Development from HEC Paris, and a degree in International Business from Saint-Petersburg State University. He works in English, French, Russian and Spanish.
