Mitigation climate portfolio evaluation of the Swedish International Development Agency (Sida) for the Expert Group for Aid Studies

Perspectives evaluated the mitigation climate portfolio of the Swedish International Development Agency (Sida) to determine whether Swedish development finance for climate mitigation is designed so that it can make a real difference. More specifically, we elaborated whether the funding goes to efforts that are likely to contribute to emission reductions that are large enough, and whether they can be realised quickly enough to significantly contribute to the Paris Agreement's 1.5°C global heating limit. The project analysed each Theory of Change of dozens of Sida's projects, based on which a digital workshop was held with organisations evaluating two other Swedish development finance institutions (Swedfund, Nordic Development Fund). Perspectives' research results were fed into a synthesis report of the three Swedish institutions' mitigation climate portfolios, and presented at an online event at the end of the project.
