The objective of this assignment was to develop the rules and procedures for the participation of Senegal in the international carbon market, based on the provisions of Article 6 of the Paris Agreement. An operational manual/rulebook was developed in line with the national decree on carbon market in order to: - Strengthen the institutional and regulatory arrangements in place; - Optimize carbon procedures at the national level with regard to the various existing mechanisms (art 6.2, art 6.4, voluntary market, non-market-based approaches, etc.); - Facilitate the development of carbon projects by key stakeholders.
