Transparency plays a decisive role in ensuring both the integrity and success of market-based cooperation under Article 6 of the Paris Agreement. The study “Promoting transparency in Article 6” develops recommendations for ongoing UNFCCC negotiations to design a coherent and robust reporting and review cycle for market-based cooperation. With the draft Article 6.2 Guidance now clearly establishing a link between the ‘Enhanced Transparency Framework’ (ETF) and the ‘Biennial Transparency Reports’ with reporting on international carbon market activities, the study elaborates on how both negotiations on the ETF and on Article 6 can be synchronised to ensure a robust outcome.
