This project involved the development of four online tools for assessing the Transformational Change (TC) potential of carbon market activities, based on the ICAT Transformational Change Methodology. Overall, four tools were developed: 1) a tool for assessing adaptation activities, 2) a tool for asssessing portfolios of policies and actions, 3) a tool for assessing carbon market projects (particularly under Article 6 of the Paris Agreement), and 4) a tool to be applied by funds and/or private companies to assess the transformative impact of investments or actions. The tools were integrated with the Enhanced Transparency Framework, including a guide for each tool and accompanying reporting template. Activities in Vietnam were applied as a case study for each tool, and presented to stakeholders in a series of outreach events for each tool (including a presentation at COP28).
