The aim of the assignment was to: - Provide a comprehensive description of what offsets are, and analyse what role offsets can play in both national and international markets. Perspectives also described the outlook for this market in the short, medium and long term, highlighting potential investment opportunities and risks. - Assess and describe the current status of the negotiations regarding Article 6.2 and 6.4 of the Paris Agreement, including interactions with existing NDCs and how its implementation could affect the global carbon market. - Provide a comprehensive policy outlook that describes the main open issues that prevent the creation of a global carbon market, including a set of recommendations that aim at addressing the gaps identified.
