Reversal risk and buffer pool contribution analysis
This paper examines how the Paris Agreement Crediting Mechanism (PACM) addresses the risk of non-permanence in mitigation activities, with a focus on the buffer pool approach outlined in the Article 6.4 Removals Standard. It reviews current practices of independent carbon crediting programmes, compares them with PACM requirements, and explores options for operationalising reversal risk assessment and remediation of reversals to ensure environmental integrity.
