The goals included assessing carbon removal potential in Norway, developing a tailored roadmap for Carbon Dioxide Removal (CDR) deployment with Norwegian stakeholder support, and analyzing global CDR governance to suggest better coordination and standards. Carbon Limits and Perspectives Climate Research worked o : (1) Creating a Background Report for Norway’s CDR deployability, (2) Crafting a CDR Roadmap for Norway with stakeholder input, and (3) Generating an interim report on the need for international CDR governance. The overarching objective was to collaboratively create a clear vision and credible path for robust CDR implementation, garnering stakeholder support.
The services provided were part of two studies, (1) The assessment of Norway’s potential for country-specific carbon removal and the creation of a dedicated roadmap for Carbon Dioxide Removal (CDR) deployment in Norway, with active stakeholder engagement. (2) Examination of international CDR governance, resulting in actionable recommendations for enhanced global coordination and standardized governance principles. Perspectives Climate Research and Carbon Limits worked in the following lots: Lot 1: Developed a Background Report on CDR deployability in Norway. Lot 2: Created a CDR Roadmap for Norway, involving stakeholder consultations. Lot 4: Produced an interim report on international CDR governance requirements. The overarching goal was to collaboratively establish a clearer vision and credible pathway for effective CDR implementation, fostering shared ownership among key stakeholders. The complex political landscape involved challenges such as defining “”residual emissions,”” addressing sectoral interests, and navigating removal potential uncertainties. To navigate these issues, Perspectives Climate Research and Carbon Limits adopted an approach that integrated bottom-up analysis and deliberation with top-down governance. This holistic strategy aimed to craft a best-practice methodology for developing CDR roadmaps at the national level, aligning with both domestic and international stakeholder expectations. By facilitating structured discussions while accommodating open deliberation, this approach aimed to reinforce the role of CDR implementation within the broader context of climate policies.
